This map illustrates the boundaries for the SPATS Metropolitan Planning Organization. SPATS, or the Spartanburg Area Transportation Study, plans and programs federally funded transportation projects in the urban areas of Spartanburg County.

Jim is the senior staff person advising the SPATS Policy Committee, and manages both SPATS and transportation planning for Spartanburg County.

Lisa Bollinger, MCRP

Primarily responsible for intermodal transportation planning, Lisa manages the SPATS Enhancement Program and coordinates bicycle and pedestrian issues and data between SPATS, Spartanburg County, other interested groups, and municipalities within the county. Lisa also participates in statewide efforts in Health Impact Assessment and Safe Routes to School.

Chris concentrates on landscape design issues affecting highways, streetscapes, and bicycle and pedestrian facilities, and is the SPATS technical coordinator between SCDOT and the municipalities. Chris also coordinates with Public Works on issues affecting transportation and water quality.

Alissa assists department efforts regarding intermodal transportation planning, the design and creation of bike and pedestrian facilities, the design and maintenance of the SPATS website, transit planning, and regional coordination. As the SPATS sustainability planner, Alissa will oversee air quality planning, and other similar challenges facing Spartanburg County.
